EDIT: 7.1.7 released, fixing a server-side crash. Why, oh why don't we have any unit tests!?

This version of BuildCraft and Compat focuses on Builder and Quarry improvements, but there's also a fair share of bugfixes and other minor features.

EDIT: 7.1.5 Stable is out now too! Apparently, I broke a reasonable chunk of Quarry/Builder code in 7.1.1 and never noticed. This also gave me a chance to add additional optimizations, however.
